В статье на основе российских и зарубежных источников (авторов из прикаспийских государств) представлен краткий обзор основных проблем формирования в странах Прикаспия системы непрерывного экологического образования и экологической культуры. Изложен авторский взгляд на условия и предпосылки формирования единого эколого-образовательного пространства Прикаспия и единой экологической культуры будущих специалистов региона.

Active environmental factor in such multiethnic and multi-religious region, as the Caspian one, is able to generate not only the internal socio-political tensions. Ecological problem is a geopolitical card for those political forces who want to destroy the fragile balance of forces and interests formed today around the Caspian Sea. Environmental factor, however, in recent years, and serves as an incentive and a base of interstate integration. Integration in the environmental field is particularly important in context of an active economic development of the Caspian region, where different cultures of land use and attitudes toward nature historically are neighbors.
Currently, experts and heads of the five Caspian states recognize that one needs unified environmental policy concerning Caspian Sea to protect it. Precondition for developing a common environmental policy of littoral states is the formation of a unified ecological culture of peoples in the Caspian region, especially for oil-and-gas and transport enterprises' future staffs.
Subjects of our study are: (i) the peculiarities and problems of continuous and interdisciplinary environmental education as the main tool for the formation of ecological culture, characteristic for the Caspian countries, (ii) institutional conditions for the developing the Russian project of unified (common for littoral countries) environmental culture formation in the Caspian region.
For this purpose we analyzed the Russian, Iranian, Kazakh and Azerbaijani sources on the matter of environmental education and enlightenment. As a result, we have managed to identify the most common problems of continuous environmental education in these countries. Such problems are: lack of scientific methodology and institutional basis of continuous environmental education, poor teacher training, but most importantly — inadequate material and administrative support from both governmental and non-governmental organizations.
We also analyzed the possibility of Russian institutional base of unified (common) eco-educational space formation in the Caspian region. On the basis of data on the Astrakhan, Dagestan and Kalmykian high schools structure we have come to the conclusion that the project implementation of unified environmental culture forming in Caspian countries should more effective on the basis of Association of the Caspian countries Universities, first of all in Astrakhan region.
As a scientific and methodological framework of this project we offer scientific support for the establishment of a system of environmental training, which was previously developed by V. Ermolenko and N. Morozova and has been successfully tested in the Moscow region.
Finally, an essential prerequisite for the unified eco-educational space creation in the Caspian region and to generate the necessary level of integrated environmental culture of its people is interaction with non-state interdisciplinary scientific journals. Such scientific media are the most effective and flexible information platform for the introduction of ideas, projects and models of continuous environmental education into scientific use and public consciousness.
