«Утечка умов» в России на современном этапе ее развития

В работе приводятся различные точки зрения, в которых рассматривается «утечка умов», в том числе и ошибочные — например, «внутренняя утечка умов». Указывается на недопустимость смешивания «утечки умов» с интеллектуальной миграцией, а также подмену этого понятия новыми терминами. Делается краткий экскурс в историю этого явления в России — от Петра I до современности. Детально рассматривается негативное влияние «утечки умов» на качество населения России.

‘Brain Drain’ in Russia at the Present Stage of Its Development

‘Brain drain’ has recently become a natural disaster for donor countries and a well of opportunities for host countries. Stopping migration of qualified specialists is impossible, so it is necessary to find ways to either encourage them to stay in their homeland or return after working abroad.
In my work, I consider the definition of the term ‘brain drain’ and examine various approaches to this phenomenon, including erroneous ones, such as ‘internal brain drain.’ For my research purposes, I have used methods of historical analogies, historical and intellectual reconstructions, conceptual analysis and statistical approach.
My idea was to point out that it is inadmissible to blend ‘brain drain’ and intellectual migration, as well as substitute this term with other notions, for example ‘brain exchange,’ ‘brain circulation,’ ‘brain gain,’ ‘brain waste’ and others, which aim to interpret a negative phenomenon as a mutually beneficial process of exchange. In addition, I briefly delve into the history of “brain drain” in Russia since Peter the First, when specialists, in contrary to current trends, arrived in our country. I analyzed in detail the negative impact of ‘brain drain’ on the quality of Russian population. From my point of view, it is necessary to consider the problem of brain drain from Russia in the broad context of the demographic crisis in it. Thus, in particular, I stressed the close connection and mutual influence of the brain drain and decrease in the intellectual potential of Russia (and its intellectual capital respectively), on the one hand, and the problems of marriage, divorce and fertility (the real social status of mothers in complete families, lone mothers and child-free women).
In conclusion, I consider possible ways of dealing with negative consequences of ‘brain drain,’ which could not be fulfilled through prohibitive measures.
