Статья раскрывает основные моменты проведения избирательных кампаний в органы земского самоуправления в Таврической губернии. В исследовании выявлены специфические особенности прохождения последних в условиях полиэтничного общества дореволюционного Крыма, проиллюстрированы особенности электорального поведения представителей крымско-татарского этноса.

Zemstvo Self-Government Election Campaigns in Taurida Governorate: Crimean Tatar Specificity

Formation process of multinational bodies of self-governance is of particular interest during any times, because it not only reflects the real mood existing in one or another ethnic group, but also illustrates the possibilities of active work of governing board established as a result of the election campaign. One of the most interesting research object in this regard are multinational self-governing bodies (Zemstvo Assemblies) in the Crimea, which were created as a result of reforms of 1861—1864. At the same time, one of the most interesting points is the electoral behavior of the Crimean Tatars, which may serve to illustrate the desire of the representatives of this ethnic group to participate in solving the real social and economic problems of the Crimean population in general, and the Crimean Tatars in particular.
In my article, using source analysis and method of historical reenactment, I traced the most defining characteristics of Crimea Tatars’ participation in County Zemstvo Assemblies elections of 1870—1890 in the most multiethnic counties of Taurida Governorate.
Analyzing the specific violations and conflicts during the election campaign, represented in collections of Zemstvo Assemblies’ bylaws of Simferopol, Evpatoria and Feodosia counties, I show that most conflicts arise both between the Slavs and Tatars and between Tatars and Germans, as well as within the Tatar electorate. These contradictions are expressed primarily in the complaints against illegitimacy of election or non-election for the position of County Zemstvo Assemblies Councilors. For modern researcher, is very difficult to assert unequivocally about reasons for frequently occurring slander on one or another candidate for Zemstvo Assemblies Councilors. Apparently, this was due to the reluctance to see particular representative in the position of the Councilor of the County Assembly or the desire to go in his place. The second common problem of election campaigns became Tatar village meetings. Lack of knowledge of the Russian language, frequent disputes both within rural communities and between them have led to lengthy proceedings within already elected Zemstvo Assembly. Attitude to rural electors among zemstvo was not onevalued. Depending on their own ideas and interests, in some cases, councilors and council members sought to understand the submitted complaints and petitions, while in other cases they let matters take care of themselves and left election results unchanged.
Assessing the Zemstvo governance elections in general I conclude they were in the tideway of Russia-wide trends with adjustments for local inter-ethnic relations.
